This report assesses how Kazakhstan measures up in the development and application of its national health accounts, delivering a set of recommendations to improve the country’s health care financing information. As Kazakhstan has made significant economic progress over recent decades, health has risen on the policy agenda with a number of sector reforms introduced to modernise the system and improve the health of the population. Informing this agenda and monitoring progress towards health system goals requires accurate, timely and comprehensive information on health care financing and spending. A clear understanding of the resource allocations and drivers in the health sector is a prerequisite to support health system performance in Kazakhstan.
This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.
This conference proceedings provides the papers presented at the OECD/European Commission joint seminar on Naturalisation and the Socio-Economic Integration of Immigrants and their Children held in October 2010 in Brussels. This report discusses the need for an integrated and cyclical approach to managing health technology in order to mitigate clinical and financial risks, and ensure acceptable value for money. The analysis considers how health systems and policy makers should adapt in terms of development, assessment and uptake of health technologies. The first chapter provides an examination of adoption and impact of medical technology in the past and how health systems are preparing for continuation of such trends in the future. Subsequent chapters examine the need to balance innovation, value, and access for pharmaceuticals and medical devices, respectively, followed by a consideration of their combined promise in the area of precision medicine. The final chapter examines how health systems can make better use of health data and digital technologies. The report focuses on opportunities linked to new and emerging technologies as well as current challenges faced by policy makers, and suggests a new governance framework to address these challenges.
