The ITF Transport Outlook examines the development of global transport volumes and related CO2 emissions and health impacts through to 2050. It examines factors that can affect supply and demand for transport services and focuses on scenarios illustrating potential upper and lower pathways, discussing their relevance to policy making.

This edition presents an overview of long-run scenarios for the development of global passenger and freight transport volumes, with emphasis on changes in global trade flows and the consequences of rapid urbanisation. It focuses on the characteristics of mobility development in developing countries, from Latin America to Chinese and Indian cities, highlighting the importance of urban mobility policies for the achievement of national and global sustainability goals.

This 2019 edition of the ITF Transport Outlook specifically examines the impacts of potential disruptions to transport systems. It also reviews alternative policy scenarios for long-term trends in transport demand and CO2 emissions from all modes for both freight and passenger transport.

Decisions to invest in transport infrastructure projects require careful deliberation. Governments need evaluation methods to ensure that their scarce resources are allocated in a way that maximises their net return to society. How can the efficiency of allocating funds for transport infrastructure be improved? Is the widely-used approach of cost-benefit analysis appropriate? Does transport infrastructure investment have wider impacts on regional development which need to be taken into account in determining infrastructure investment priorities? Do we find evidence of such impacts in evaluations of major transport infrastructure projects? Which impacts might be included in future appraisal methods? Which impacts matter? How do evaluation frameworks match government policy objectives?

This report provides insights into these key issues by analysing illustrative studies of the impacts of transport infrastructure investments.

Water and its improved governance are critical for economic growth, social inclusiveness and environmental sustainability. Three years after the adoption of the OECD Water Governance Principles, this report takes stock of their use and dissemination. It provides a water governance indicator framework and a set of evolving practices for bench-learning, building on lessons learned from different countries and contexts.
 
Based on an extensive bottom up and multi-stakeholder process within the OECD Water Governance Initiative (WGI), these tools are conceived of as voluntary methodologies to be carried out at country, region, basin and/or city levels to improve water policies. The indicator framework is composed of a traffic light system based on 36 input and process indicators and a checklist with questions on a number of more specific governance conditions. The framework concludes with an action plan to help prioritise steps towards better design and implementation of water policies.

COVID-19 has accelerated the digitalisation of working and social interactions. Global lockdowns to contain the pandemic have forced firms and workers to perform a wide range of daily functions through virtual means. This has led to greater uptake and acceptance of remote working, which will likely remain in the post-pandemic scenario. Governments and policy responses at the local and regional level can play a decisive role in supporting workers and firms in this transition. This report proposes a number of policy takeaways to guide short and long-term policy making to better prepare regions for what may be a ‘new normal’. The report relies on real-time subnational data to analyse changes in people’s mobility patterns and the determinants of remote working adoption across types of workers and regions. The report identifies different scenarios of settlement patterns that could emerge post-COVID-19, highlighting how changing patterns of work could impact on regional development and a range of policy areas, including infrastructure, healthcare and the environment.

The water supply and sanitation (WSS) sector in Moldova is not financially sustainable: tariffs do not typically cover operational costs and capital investments are heavily funded by external development partners. This report analyses several options for streamlining and strengthening domestic financial support mechanisms (DFSMs) in terms of both supply and demand, discusses different scenarios and recommends a number of actions to ensure effective DFSM implementation, notably: 1) sufficient investment for the implementation of targets and obligations set in the national strategies, the Association Agreement with the EU, as well as Moldova’s international commitments (water-related Sustainable Development Goals, and the “Water-to-all” commitment); 2) the financial sustainability of operators; and 3) the affordability of WSS services for end-users, especially low-income segments of the population.

A major challenge facing the Republic of Buryatia, subject of the Russian Federation, is how to balance the task of protecting Lake Baikal – a unique water object and ecological system included in the UNESCO list of World Natural Heritage Areas – with the need for dynamic and sustainable socio-economic development of the republic.  This requires streamlining and improving water policy jointly with economic, administrative, information and other policy instruments. The recommendations in this report aim to help achieve this objective. They include the introduction of abstraction charges for irrigation water as a  natural resource; enhancement of state support to the water sector; and improvement of economic instruments for managing risks of water-related hazards (such as compulsory insurance and differentiated land tax rates in flood prone areas). A few innovative instruments are also recommended for pilot testing such as establishing limits for discharges of certain hazardous substances in a pilot area (e.g. Selenga river basin) and progressive development of market for tradable quotas for discharges of the “capped” pollutants; and introducing a charge (tax) on toxic agricultural chemicals (pesticides, herbicides, etc.) and synthetic detergents so that to create incentives for the reduction of diffuse water pollution.

Cities are places of opportunity. They provide not just jobs but a whole range of public, cultural, social and consumption amenities. Transport is what connects people to these opportunities and cities provide access with varying degrees of success – especially when it comes to modes of transport that favour a green transition. This report argues that building sustainable transport networks for accessible cities requires a holistic planning approach, a sound institutional framework, reliable sources of funding, strong governmental capacity, and should build on community engagement. Urban accessibility requires coherent allocation of responsibilities across levels of government to support strategic planning. The report proposes concrete actions that cities can take to adapt their institutional framework, to improve transport planning and ensure they have access to sustainable sources of funding to implement their plans.

This report, undertaken within the framework of the OECD Champion Mayors for Inclusive Growth initiative, assesses inclusive growth trends and challenges in the Seoul metropolitan area. The analysis goes beyond income to assess the barriers faced by specific groups - non-regular workers, youth, women, the elderly and migrants - across four dimensions: education, labour market, housing and the urban environment, and infrastructure and public services. The study then takes a closer look at two major policy efforts by the Seoul Metropolitan Government to advance inclusive growth. The study analyses the city’s efforts to ensure that strategies to address climate change also protect and benefit the most vulnerable populations, notably through the Promise of Seoul, which puts citizen welfare and social inclusion at the heart of the city’s efforts to tackle climate change. The study also assesses the efforts of city authorities to level the playing field for small firms and entrepreneurs through its Economic Democratisation Agenda.

Innovative ways of working with Indigenous Australians are needed to improve their employment prospects, especially as many work in jobs that are most likely to be impacted by digitalisation and automation in the future. This report considers both quantitative and qualitative data regarding employment, skills, and entrepreneurship opportunities for Indigenous Australians. A number of case studies were undertaken with employment and training providers in the cities of Sydney and Perth to gain insights into the delivery of employment and skills programmes targeted to Indigenous Australians. The report highlights critical success factors to better link Indigenous Australians to high quality jobs while also providing recommendations regarding future employment and skills programming.

This report looks at a range of key labour market, economic and social indicators related to Canada’s growing Indigenous population, which comprises First Nations, Inuit and Métis. In 2016, there were over 1.6 million Indigenous People in Canada, accounting for 4.9% of the total population, which is a significant increase from 3.8% in 2006. The report looks at the implementation of the federal government’s Indigenous Skills and Employment Training Strategy through in-depth analysis across four case study areas, including 1) the Centre for Aboriginal Human Resources and Development in Winnipeg, Manitoba; 2) Community Futures Treaty Seven in Calgary, Alberta; 3) MAWIW Council in Fredericton, New Brunswick; and 4) Kiikenomaga Kikenjigewen Employment and Training Services (KKETS) in Thunder Bay, Ontario. The report highlights critical success factors to better link Indigenous People to high quality jobs while also providing recommendations regarding future labour market and skills programming for Indigenous People in Canada.

This report reviews the Korean catching up and it analyzes the recent reforms which have been put in place to address the territorial dimension in the design and implementation of industrial policies, with a view to share knowledge and policy experience with emerging and developing economies. Korea is a well known success case, but less is known about the efforts and reforms introduced to factor in the territorial dimension in its national development strategy.  

The report identifies the advances and challenges of the Korean approach to regional development. Results show that beside the specificities of the Korean experience it conveys several lessons for developing countries: i) Planning actions on a multi-annual basis is essential to achieve policy goals in fields such as industrial and regional development where policy outcomes depend on structural changes that will require long term horizons to be materialised and where coordination across several ministries (such as education, infrastructure and access to finance) is needed. ii) It is important to establish mechanisms that ensure a high level political support to regional development as well as to target resources to regions. iii) Supporting industrial development in regions requires designing specific programs beyond administrative boundaries. iv) The space for bottom up initiatives and regional empowerment has to be matched by a gradual approach to build the necessary capabilities at the regional level.

Information and Communication Technologies (ICTs) introduce a new relationship between time and space. Do the nascent possibilities of tele-work, distant access to public services and e-commerce offer both realistic and innovating perspectives for rural development? Are ICTs a threat rather than an opportunity for rural areas? Will these technologies increase the attractiveness of rural and remote areas or will they reinforce the influence of urban ones?

ICTs and Rural Development sets out to answer these questions. Field research conducted in Canada, France, Ireland, the United Kingdom and the United States shows that rural development projects organised around ICTs have facilitated job creation as well as the emergence of a new environment favourable to the development of the community. Nonetheless, the success of such projects depends on a number of conditions. They are presented and analysed in this report.

This report provides an overview of the impacts of climate change on infrastructure , and key policy areas to be considered to render infrastructure more resilient. It discusses advances and persisting gaps in planning and developing infrastructure across its lifecycle to build in climate resilience and how this can be fostered by place-based approach. The report explores how climate risk awareness and understanding can be strengthened and become a norm for all financing and investment decisions, through standards and financial instruments that integrate climate adaptation and resilience. It includes a spotlight on nature-based solutions and offers insights on how nature can be harnessed as a cost-effective measure to build climate resilience. The report also recognises the specific needs of developing countries as requiring global attention for economic development and through strengthened international partnerships and support. Key policy insights are provided and advocate for national and subnational policy-makers to adopt a multi-level governance approach to resilience, working with infrastructure owners and operators to support decision-making.

This report looks at a variety of inclusive innovation initiatives and innovative products aimed at improving the welfare of lower-income and excluded groups, notably in terms of essential public services (education, infrastructure and health). It discusses the policy trade-offs between traditional innovation policies and a more inclusive innovation approach, and provides recommendations for aligning current policies. It also deals with the impacts of innovation and innovation policies on industrial and territorial inclusiveness, describing how information and communication technology (ICT) and technology diffusion may influence smaller firms’ chances of succeeding with their innovations.

This report is a first-of-its-kind work to provide evidence on how cities’ investments in innovation and data use can pay off in powerful ways for residents. It offers analysis on the different ways local governments build capacity at the strategic and technical level, from organisational structure and strategy, to resource allocation and outcome evaluation. It shows that cities with higher public-sector innovation capacity and data use practices have higher levels of city and life satisfaction. Furthermore, when looking across key well-being dimensions from housing to environment, health and walkability, cities with higher innovation capacity and data use practices outperformed cities with lower capacity. The lessons in the report have been distilled into 10 recommendations to help local leaders boost their data use and innovation capacity to improve resident well-being.

This publication is a result of the discussions from the OECD 8th Rural Development Policy Conference: "Innovation and modernising the rural economy" which took place in Krasnoyarsk, Russia on 3-5 October 2012. It provides an overview of the two themes of modernisation and innovation, focusing on identifying the attributes of the modern rural economy and showing how it differs from the traditional rural economy and from metropolitan economies. It also shows how rural innovation is a key driver of rural economic growth using patents as a measure.

The second part of the book consists of four chapters that offer evidence of rural regions’ potential to contribute to national economic growth. In addition, each provides useful context for Part I by outlining four different perspectives on the process of modernisation and innovation, and specifically, how they can take place in the rural territories of OECD countries. In each paper, the authors explore the opportunities and impediments to these twin processes and how government policy can help or hinder them.

Water-related infrastructure could contribute significantly to the development of the Mekong region. At the same time, poor water infrastructure could lead to development challenges for the countries in the region. Innovation for Water Infrastructure Development in the Mekong Region discusses the challenges facing the region as well as the possible innovative policy options, including those used in Emerging Asian countries, and with reference to the experiences of OECD member countries. It provides analysis and recommendations for the region’s policy makers to consider in their efforts to improve water infrastructure. The report first provides an overview of the socio-economic contributions and environmental challenges of the Mekong River. It then presents some potential new financing options for the development of water infrastructure, using digital tools such as Fintech and blockchain. It also examines the potential of using the spillover effect of tax revenues to attract private finance. It then goes on to discuss the importance of strengthening water infrastructure resilience against natural disasters, including the current COVID-19 pandemic, and finally analyses the challenges of water regulations in the Mekong region.

Australia’s agriculture and food industries are well placed to contribute to the economy’s future growth given the robust prospects of global food demand and the continuing high international competitiveness of these sectors. There are, however, important challenges that call for new ways to exploit agricultural resources and human capital. The decade-long decline in agricultural productivity growth needs to be overcome, coupled with the need to accommodate uncertainties about the impacts of climate change and to respond to societal demands in the areas of sustainable development and animal welfare. The agro-food sector also needs to absorb exchange-rate and cost pressures created by the mining boom. To tap additional opportunities of the higher value food segments, Australian agri-businesses need new knowledge and capabilities to seize demand signals and value opportunities, particularly from more affluent consumers in Asian markets.
