Le guide de politique publique sur les cadres légaux pour l'économie sociale et solidaire vise à soutenir les pays, les régions et les villes qui souhaitent utiliser les cadres légaux comme un levier approprié pour développer des écosystèmes favorables à l'économie sociale et solidaire (ESS). S'appuyant sur des données, des informations et des exemples de bonnes pratiques provenant de plus de 33 pays, ce guide international fournit des conseils étape par étape, ainsi que des "facteurs de réussite" et des "écueils à éviter" pour aider les décideurs politiques à i) évaluer pourquoi et quand des cadres légaux pour l'ESS sont nécessaires ; ii) sélectionner des options légales et impliquer les parties prenantes ; iii) évaluer la performance des lois, et, iv) favoriser l'apprentissage international par les pairs sur ce sujet. Le guide s'appuie également sur les enseignements du document sur les cadres légaux pour l'économie sociale et solidaire, élaboré dans le cadre de l'action mondiale de l'OCDE "Promouvoir les écosystèmes de l'économie sociale et solidaire", financée par l'instrument de partenariat étranger de l'Union européenne, et de l'étude "Designing Legal Frameworks for Social Enterprises : Practical Guidance for Policy Makers".

Latvia’s public employment service, the State Employment Agency (SEA), is undertaking a modernisation of its service delivery. This review discusses the SEA’s digitalisation needs and strategy to guide its modernisation efforts. It provides a detailed assessment of the SEA’s digital infrastructure and key recommendations concerning its IT system, analytical capacity and digital tools for jobseekers and employers. This report on Latvia is the fourteenth country study published in this series.

Alors que les entités de l'économie sociale et solidaire (ESS) sont de plus en plus sollicitées pour démontrer leur contribution positive à la société, la mesure de l'impact social peut les aider à comprendre la valeur nette supplémentaire générée par leurs activités, dans le cadre de leur mission et au-delà. La politique publique joue un rôle important dans la création d'un environnement propice à l'adoption de la mesure de l'impact social par les acteurs de l'ESS. S'appuyant sur un exercice de cartographie et des exemples de bonnes pratiques provenant de 33 pays, ce guide international explique comment les décideurs politiques peuvent soutenir la mesure de l'impact social pour l'économie sociale et solidaire en (i) améliorant le cadre politique, en (ii) fournissant des orientations, en (iii) construisant des preuves et en (iv) renforçant les capacités. S'appuyant sur la publication précédente, Social Impact Measurement for the Social and Solidarity Economy, parue en 2021, ce guide est publié dans le cadre de l'action mondiale de l'OCDE « Promouvoir les écosystèmes de l'économie sociale et solidaire », financée par l'instrument de partenariat étranger de l'Union européenne.

Cette publication annuelle contient des informations détaillées sur les impôts payés sur les salaires dans les pays de l’OCDE. L'édition de cette année se concentre sur les incitations fiscales pour les seconds apporteurs de revenus dans l'OCDE et sur la façon dont la politique fiscale peut contribuer aux écarts entre les hommes et les femmes sur le marché du travail. Pour l'année 2023, le rapport couvre également les impôts sur le revenu et les cotisations de sécurité sociale payés par les salariés, les cotisations de sécurité sociale et taxes sur les salaires versés par leurs employeurs, et les transferts en espèces perçus par les travailleurs. L’objectif est de montrer comment ces taxes et prestations sont calculées dans chaque pays membre et d’examiner leurs impacts sur le revenu des ménages. Les résultats permettent aussi de faire des comparaisons internationales quantitatives des coûts de main-d’œuvre et de la situation globale vis-à-vis de l’impôt et des prestations des célibataires et des familles à différents niveaux de revenus. Cette publication présente des taux effectifs moyens et marginaux d’imposition sur les coûts de main-d’œuvre pour huit types de ménages représentatifs dont le niveau du salaire et la composition diffèrent (célibataires, parents isolés, couples avec un ou deux salaires et avec ou sans enfant). Les taux moyens d’imposition mettent en évidence le pourcentage de la rémunération brute ou des coûts de main-d’œuvre représenté par les impôts et les prélèvements sociaux, avant et après transferts en espèces, et les taux marginaux d’imposition correspondent à la partie d’une augmentation minime de la rémunération brute ou des coûts de main-d’œuvre reversée sous la forme d’impôts.

This annual publication provides details of taxes paid on wages in OECD countries. This year’s edition focuses on fiscal incentives for second earners in the OECD and how tax policy might contribute to gender gaps in labour market outcomes. For the year 2023, the report also examines personal income taxes and social security contributions paid by employees, social security contributions and payroll taxes paid by employers, and cash benefits received by workers. It illustrates how these taxes and benefits are calculated in each member country and examines how they impact household incomes. The results also enable quantitative cross-country comparisons of labour cost levels and the overall tax and benefit position of single persons and families on different levels of earnings. The publication shows average and marginal effective tax rates on labour costs for eight different household types, which vary by income level and household composition (single persons, single parents, one or two earner couples with or without children). The average tax rates measure the part of gross wage earnings or labour costs taken in tax and social security contributions, both before and after cash benefits, and the marginal tax rates the part of a small increase of gross earnings or labour costs that is paid in these levies.

Social impact measurement and management is a particularly helpful practice for social economy entities to understand their contribution to society and potentially improve the achievement of their mission. Impact areas that are particularly important for the social economy, such as economic prosperity and employment, social inclusion and well-being and community, are often the hardest to translate into quantitative metrics. Current social impact measurement and management practices are largely shaped by funders and for-profits with limited focus on the social economy. This guide offers a simple, straightforward approach for social economy entities to measure, manage and ultimately maximise their impact, and to prioritise the use of findings for strategic organisational learning and improvement.

Ireland has shown a strong commitment to addressing child poverty and improving outcomes for children and young people. Responding to the needs of children and young people, particularly those most vulnerable, requires integrated policies and services. This report is part of a joint project between the OECD and the European Commission to strengthen policy and governance arrangements for tackling child poverty and improving outcomes for children and young people based on a whole-of-government approach.

The report assesses recent policy, institutional and legislative developments in Ireland and compares outcomes for children and young people with those in other EU and OECD countries. It finds that despite progress, Ireland still has room for improvement on child poverty reduction, and more can be done to address the trust gap between young people in Ireland and their government. The report recommends Ireland to adopt measures to enhance inter-departmental and inter-agency co-operation, strengthen evidence-informed approaches, reinforce policy monitoring tools, and improve accountability mechanisms. It also recommends measures to support the effective implementation of Young Ireland, the National Policy Framework for Children and Young People (2023-28), and to ensure policy coherence.

The 2024 edition of Government at a Glance: Latin America and the Caribbean provides the latest available evidence on public administrations and their performance in the LAC region and compares it to OECD countries. It includes indicators on trust in public institutions and satisfaction with public services, as well as evidence on good governance practices in areas such as the policy cycle, budgeting, public procurement, infrastructure planning and delivery, regulatory governance, digital government and open government data. Finally, it provides information on what resources public institutions use and how they are managed, including public finances, public employment, and human resources management. Government at a Glance allows for cross-country comparisons and helps identify trends, best practices, and areas for improvement in the public sector. Governance indicators are especially useful for monitoring and benchmarking governments’ progress in their public sector reforms. Each indicator in the publication is presented in a user‑friendly format, consisting of graphs and/or charts illustrating variations across countries and over time, brief descriptive analyses highlighting the major findings of the data, and a methodological section on the definition of the indicator and any limitations in data comparability.

This report analyses the sequence of labour market support that individuals receive and evaluates two large public works programmes. It uses rich administrative data and finds positive labour market impacts of the Community Employment and Tús employment programmes. Building on the results of the analyses, the report makes recommendations on how Ireland can further adapt its active labour market policies (ALMPs) to better support its current and future jobseekers. This report on Ireland is the thirteenth country study published in a series of reports on policies to connect people with jobs, and is part of a joint project with the European Commission to strengthen countries’ capacity to evaluate ALMPs. The report is written jointly by the OECD, the Department of Social Protection of Ireland and the Joint Research Centre of the European Commission.

The transition towards a green economy, the rapid development of new digital technologies and cultural change are some of the forces disrupting traditional career paths, resulting in more fluid and diversified career trajectories. To benefit from increased longevity, workers will increasingly have to consider job mobility at middle and older ages, changing jobs or careers more frequently than in the past. Making successful career transitions, however, tends to be more difficult for workers at older ages due to health issues, unfamiliarity with relevant technology or a lack of recent job search experience. This may result in a mismatch between the types of jobs they want and the jobs that employers may provide. This report presents evidence on recent trends in career mobility and the consequences for individual workers in terms of pay and other job characteristics. It identifies key employer and public policies that can help facilitate career mobility that results in better employment choices at older ages. This requires overcoming discriminatory views towards older workers, improving job flexibility choices and ensuring that government policy supports voluntary career mobility.

Over 100 million workers in Southeast Asia have jobs that are directly or closely linked to the environment, making them vulnerable to climate change impacts. These same workers likely earn at least 20% lower than the national average and are largely in informal employment. The region’s necessary transition towards greener growth could affect them in several ways: some sectors will create jobs and others will lose jobs or disappear altogether. Understanding the effects of both climate change and green growth policies on jobs and people is thus essential for making the transition in Southeast Asia an inclusive one. The study explores these issues, with emphasis on the potential effects on labour of an energy transition in Indonesia, and of a transition in the region’s agricultural sector, illustrated by a simulated conversion from conventional to organic rice farming.

This report presents a comprehensive overview of recent and longer-term trends in productivity levels and growth in OECD countries and selected G20 economies. The different chapters feature an analysis of latest developments in productivity, economic growth, sectoral reallocation, investment, labour productivity by firm size and labour income. This edition also includes a special chapter providing insights of productivity developments in 2023 based on experimental estimates for 38 OECD countries.

This report uses rich administrative data from different registers in Greece to evaluate the impact of two types of active labour market policies (ALMPs): wage subsidies and training for unemployed people. The report finds a positive impact of both types of ALMPs and makes recommendations for further improving the effectiveness of Greece’s ALMPs and strengthening the capacity of the authorities to conduct ALMP impact evaluations. This report is the twelfth in a series of country reports on policies to connect people with better jobs. It was produced as part of the OECD’s project with the European Commission which aims to raise the quality of the data collected and their use in the evaluation of the effectiveness of ALMPs.

Focusing on France, the report also explores cyber security education and training programmes, the characteristics of the programmes, the demographics of enrolled learners, and their outcomes. Additionally, it reviews French policies and initiatives aimed at broadening the cyber security workforce and enhancing educational opportunities in this field. This comprehensive analysis is part of a larger effort to understand the evolving landscape of cyber security policies and professional experiences worldwide.

Les compétences sont essentielles pour bâtir une économie et une société résilientes. En aidant les individus à acquérir un large éventail de compétences et en leur donnant les moyens de les mettre efficacement en pratique, les politiques relatives aux compétences jouent un rôle crucial face aux menaces émergentes, comme la dégradation de l’environnement ou les usages néfastes de technologies créées pour recueillir, produire et échanger des informations. La présente édition des Perspectives de l’OCDE sur les compétences montre combien il est important d’aider les individus à acquérir un large éventail de compétences, à des niveaux de maîtrise divers, afin de favoriser la résilience économique et sociale. Le rapport témoigne par ailleurs de l’importance des attitudes et des dispositions dans le développement et l’utilisation efficaces des compétences.
