Cette version abrégée est la traduction partielle de la version anglaise de la publication The Role of Firms in Wage Inequality - Policy Lessons from a Large Scale Cross-Country Study de l’OCDE. Elle contient le résumé de la publication ainsi que le chapitre 1 du rapport, qui propose une synthèse des enseignements d’une étude internationale à grande échelle sur le rôle des entreprises dans les inégalités salariales. L’enseignement principal est qu’un tiers environ de l’ensemble des inégalités salariales peut s’expliquer par des écarts de rémunération entre entreprises plutôt que par des différences de niveau et de rendement des compétences des travailleurs. Les écarts de rémunération entre entreprises traduisent des écarts en termes de productivité et de pouvoir de fixation des salaires. Pour atténuer les fortes inégalités salariales tout en favorisant une croissance forte et durable, les politiques centrées sur les travailleurs (éducation, formation des adultes, par exemple) doivent être complétées par des politiques axées sur les entreprises.

The slowdown in market demand for oil is putting increasing pressure on Kuwait's current economic and social model. This model is based on the distribution of petroleum export proceeds to Kuwaiti citizens, with relatively limited long-term investment in knowledge production and the upgrading of the national innovation capacity.

The transition towards a knowledge-based society – where value creation, the resolution of societal challenges and the well-being of society at large will be based on the production, diffusion and implementation of knowledge – is becoming an imperative. This is recognised within the national development strategy which formulates the objective of attaining 'Smart Kuwait' by 2035.

Such a transition is challenging and can only be achieved through the build-up of appropriate governance of the STI system with adequate institutions such as a Ministry and a professional agency with a mandate for research and innovation. This set-up should help raise awareness and reduce barriers to innovation, reinforce the scientific research base, develop the support for business innovation, foster knowledge diffusion and co‑creation between science and industry, build up the human capital needed, and establish the role of science, technology and innovation in tackling Kuwait's societal challenges.

In addition to main aggregates, this publication includes detailed national accounts for final consumption expenditure of households by purpose and simplified accounts for three main sectors: general government, corporations and households. Data are shown for all OECD countries and the Euro area. Country tables are expressed in national currency. Data are based on the System of National Accounts 2008 (2008 SNA) for all countries.

As in most OECD countries, the pandemic triggered a deep recession in Portugal and put huge pressure on the healthcare system. The policy response helped to weather the shock and the recovery has gained speed, sustained by progress in vaccination. However, the crisis is likely to leave scars, with increased poverty and inequality. Ensuring an inclusive recovery will require strengthening health and labour market policies. Policy action also needs to tackle new financial and fiscal risks. A swift and effective implementation of the Recovery and Resilience Plan will help to address these challenges and ensure a durable recovery. A higher uptake of digital technologies – through better infrastructure and skills development – can boost long-term growth. Equipping the population with digital and foundational skills while promoting investment and innovation in small firms will be crucial to reap the benefits of the digital transformation, while leaving no one behind.

SPECIAL FEATURE: GETTING THE MOST OF THE DIGITAL TRANSFORMATION

Even though firms play a key role in shaping wages, wage inequality and the gender wage gap, firms have so far only featured to a limited extent in the policy debates around these issues. The evidence in this volume shows that around one third of overall wage inequality can be explained by gaps in pay between firms rather than differences in the level and returns to workers’ skills. Gaps in firm pay reflect differences in productivity and wage setting power. To address high wage inequality while fostering high and sustainable growth, worker-centred policies (e.g. education, adult learning) need to be complemented with firm-oriented policies. This involves notably: (1) policies that promote the productivity catch-up of lagging firms, which would not only raise aggregate productivity and wages but also reduce wage inequality; (2) policies that reduce wage gaps at given productivity gaps without limiting efficiency-enhancing reallocation, especially the promotion of worker mobility; and (3) policies that reduce the wage setting power of firms with dominant positions in local labour markets, which would raise wages and reduce wage inequality without adverse effects on employment and output.

Subnational governments carry out more than 60% of total public procurement in OECD countries. As such, public procurement can offer a powerful tool for cities to boost local growth and advance their strategic priorities, ranging from innovation and inclusion to the transition to a low-carbon economy. Bratislava, the most populated and richest municipality in the Slovak Republic, carried out 39% of its expenditures through public procurement in 2019. The COVID-19 crisis has enhanced both the urgency and the opportunity to improve the city's procurement system and to rethink "what" and "how" to procure. In this context, Bratislava is developing new directives to make its procurement processes more efficient. This report offers recommendations on how Bratislava can use public procurement strategically to identify value-for-money solutions, foster competition, and promote sustainable urban development. The report also includes a concrete case study on Bratislava’s public procurement for street lighting, which provides methodological guidance on the analysis of needs, market engagement, and tender design.

This second edition of Private Philanthropy for Development aims to meet the growing demand for open, reliable and comparable data on philanthropic giving. Compared to the first edition, it collected more data from large foundations and other organisations based in developing countries to have a more comprehensive understanding of cross-border financing and domestic giving.

The report analyses philanthropic flows by geography, sector and thematic area, explores how these flows are implemented and compares their scope to official development assistance (ODA). It dives deeper into foundations’ strategies for mobilising additional resources through their assets and philanthropic capital; looks at their engagement in advocacy to amplify and sustain their impact; and studies their approaches to learning and knowledge production through monitoring and evaluation.

The report unpacks unprecedented data on philanthropy’s contribution to developing countries, which will be critical for development actors, including governments, ODA providers and foundations, to better co-ordinate their actions, exploit synergies and play to their best comparative advantage en route to a sustainable recovery.

Mainstreaming integrity policies throughout a public administration is a common challenge in many countries. Brazil’s Office of the Comptroller General (CGU) has implemented a series of measures to do so, including establishing the Public Integrity System of the Federal Executive Branch (SIPEF). This report analyses these recent developments and provides recommendations on how to better promote a culture of integrity through the Integrity Management Units with targeted support by the CGU. The report also highlights opportunities to improve the clarity and coherence of policies to promote public integrity and public ethics, manage conflicts of interest, and foster integrity risk management by streamlining these areas under the umbrella of public integrity.

A consolidação das políticas de integridade em todos os órgão e entidades da administração pública é um desafio compartilhado por muitos países. No Brasil, a Controladoria-Geral da União (CGU) desenvolveu os Programas de Integridade Pública, que incluem a designação de uma Unidade de Gestão da Integridade (UGI) e a elaboração de Planos de Integridade em todas os 186 órgãos e entidades da Administração Pública federal direta, autárquica e fundacional. Recentemente, este esforço conduziu à implantação do Sistema de Integridade Pública do Poder Executivo Federal (SIPEF). Este relatório analisa o desenvolvimento dessas ações e propõe recomendações para fortalecer o SIPEF, as UGIs e a CGU, com vistas à promoção de uma cultura de integridade. Ao fazer isso, o relatório também evidencia oportunidades para aperfeiçoar a compreensão e a coerência das políticas destinadas a promover a integridade pública, a ética pública, a gestão de conflitos de interesse e a fomentar a gestão de riscos para a integridade, simplificando essas áreas sob a égide da integridade pública.
